This guide, created for Adult Basic and Literacy Education (ABLE) professionals in Pennsylvania, contains activities and resources to help adult learners develop work-based foundation skills and knowledge, which overlap substantially with the Employability Skills Framework and the workforce preparation activities outlined in WIOA.

The guide is divided into a Practitioner Section and a Learner Guide. The Practitioner Section contains modules for teaching foundation skills, organized under four categories: Basic Employability Skills (e.g., Works in Teams, Makes Decisions, Solves Problems, Demonstrates Effective Interpersonal Relations, and Demonstrates Self-Management Strategies), Basic Workplace Knowledge, Basic Workplace Skills, and Lifelong Learning Skills. The Learner Guide includes skill self-appraisals that can be used to set learning goals.
