Dr. Strucker began his career as an instructor in adult literacy and ESL for the city of Cambridge, Massachusetts. He served as a research associate at the National Center for the Study of Adult Learning and Literacy (NCSALL), a lecturer in education at the Harvard Graduate School of Education, and a director of the Harvard adult reading laboratory. He has been a project manager and researcher in adult literacy and teacher education at World Education, Inc., and he designed literacy assessments for youth in developing countries for Education Development Center.

Dr. Strucker has worked as a consultant in assessment, teacher education, and adult literacy standards for the U.S. Education Office of Vocational and Adult Education (OVAE, now OCTAE), the National Institute for Literacy, Statistics Canada, UNESCO, the Program for the International Assessment of Adult Competencies (PIAAC), and the Commonwealth of Massachusetts.
